Narrator: Once upon a time, in Singapore, there was a Parliament House. And in the Parliament House, sat a monkey called APE. APE is a world-renowned primate professor, and as you already know, this is her documentary, APE, tells you like it is! [carolyn added some more stuff... cant rmb, sry]
APE: Yo! ‘Sup my fellow monkeys! Today on Humanology 101, we shall visit the Parliament House to learn more about Human Politics! Oh look! A security guard! (Walks up to security guard) Yo dude, can you tell us about the Parliament House?
Security Guard: OH MY GOODNESS! I’m talking to a MONKEY! A TALKING MONKEY! AAAAAAHHHHH (turns, trying to run off)
APE: DUDE! Come back man! Come back!
Narrator: Dude, you gotta stop it with the “dudes” man.
APE: (ignores Narrator) YO DUDE! I wanna ask you some questions!

MK: ERM HELLO, it’s HERE… you live in it (rolls eyes) … (sighs) Do you even do your research? Why don’t I tell you about the
OLD Parliament House first? (Nerd walks past) Hey you, nerd-face, tell’im about the old Parliament House. (starts being distracted)
Nerd: (reluctant) It was restored as the Arts House and plays host to art exhibitions and concerts. It was formerly home to the Singapore Parliament from 1965 to 1999. and, being built in 1827, it is the oldest existing government building in Singapore.
APE: I see… interesting… Hey, I went there yesterday! Well, what was the Old Parliament House used for in the past?
Nerd: It was where the Legislative Council assembled; it also served as a storehouse, government offices and Parliament House and was used by the British as Court House.
APE: WOW, I never knew so much about the oh-so famous Art House! What about the Bronze Elephant Statue?
Nerd: It’s considered sacred by the Thais and was a gift from King Chulalongkorn from Siam as a token of appreciation after his stay on 15 March 1871.
MK: MOVING ON… Talk about the NEW Parliament House and HURRY, I’ve got a hair appointment later!
Nerd: Yes, yes… The Parliament House of Singapore…
MK: Ooh! Ooh! Did you know the word “Parliament” comes from the French word “parler” which means to speak?
APE: I never knew that… I feel dumb…
MK: AH HELLO, you ARE dumb.
Nerd: Okay, okay, BACK to the POINT… The Parliament House is a public building and cultural landmark. It was built on a row
of shop houses nearby the Art House. it functions as a meeting place to discuss national policies, control the state’s finances, check on the actions of the governing party and ministries and decide on new laws.
APE: Well, I think that’s all for to…
Narrator: WAIT. NOT SO FAST! What about the COMPARISON, bubba?
MK: OK! … Well I for one think that the Legislative Council was better. ‘Coz it doesn’t have APE here inside it. (disgusted look thrown at APE)
APE: Oh yeah? I think the Parliament is better!
Nerd: Well then, let’s go back to the basics! (adjust glasses) The British introduced the Colonial Legislative Assembly. It made up of Members from the Executive Council, The Chief Justice and Non-Official members. It was relatively small and although it was intended to be fair, it was not really so because the non-official members nominated by the Governor were usually rich and powerful Asians.
APE: HA!
MK: (rolls eyes) Whatever APE.
Narrator: CHILL! Let’s move on to the Parliament!
Nerd: Sure! People of our own country, Singapore, introduced the Democratically elected Parliament which makes up of the Speaker of Parliament, Prime Minister, Members of Cabinet, Leader of the House, Party Whip and MPs. It ad a max of 99 members and was much fairer than the Legislative Assembly as after every five years, each Parliament was dissolved and a new one was formed.
APE: Uh huh! Oh YEAH!
MK: (stop hand sign) (turns to Nerd) Ehm… you missed out the fact that they had, like, non-official members before 1965, and they have, like, Non-constituency MPs and the Nominated MPs, like, now.
Nerd: Oh yeah…
MK: I know, I’m so smart right?
Narrator: Yeah WHATEVER MK, Miss “Know-It-All” (Inverted comma hand signs)
MK: Like, Whatever. (turns to Nerd) Do you have a diagram of the, like, organization structure?
Nerd: Yes. (goes up to screen and pretends to paste a sheet of paper on it, slide 17 is shown)
APE: OOOH, COOL… What is a Speaker of Parliament? Leader of the House? Party Whip?
MK: You dolt. (sighs) A Speaker of Parliament oversees the, like, sittings of the House, like, implements the rules of debate and the Standing Order. Members look to him for guidance on, like, procedure.
Narrator: What’s with the “likes”?
MK: What is your, like, problem? I’m trying to explain something over here. (turns back to APE) Anyway, the Leader of the House, like, arranges Government business and the Legislative Programme, he also, like, proposes actions to take on any procedural matters. Finally, the Party Whip, is like a middleman and he, like, ensures good communication within the party and smooth running of the machines and is like a timekeeper… I need evian.
Narrator: Later!
Nerd: Now I’ll conclude. The Parliament, Democratic Legislature, is more beneficial for the country and its people because it is more just and fair, and different views will be given on any matter.
APE: Why?
Narrator: Because APE, if you had been paying attention, the Legislative Assembly’s members were chosen by the Governor. And the members are usually rich or wealthy, and the others stand no chance, but in the Parliament, it is different.
Nerd: Yes, and because everyone is given a fair chance, people from different social backgrounds could be in the Parliament, and having been raised in different environments, they will have different thoughts and opinions. And the government will know the people better.
Narrator: Ahem, excuse moi, time’s a wasting, can you compare the languages now, sil vu plait?
Nerd: Okay, Back before independence, instead of Parliament, legislative assemblies were held, modeled after Britain’s. Therefore, it was natural that English was the language spoken. After independence, to promote racial harmony, it was decided upon gaining independence that Members would be able to use any of the four official languages (English, Malay, Mandarin and Tamil) to speak during Parliament.
MK: Ugh. That was like SO five minutes ago! Well I heard, more recently, the law states that petitions are like to be in English, people can like only speak in a different language it the Speaker, like, approves and the debates, discussions and speeches were, like, to be in one of our nation’s official launguages, yah.
